System: Dell Optiplex 3010 SFF, CPU Core i5 3470 3.2 GHz, 8GB DDR3 RAM, 250GB HDD, GPU NVIDIA GT 1030
Issue: on first boot CPU is stuck in Turbo Boost mode (3.55 GHz) when idle, one restart fixes it and the CPU idles at 1.55 GHz.
How it came to be: either bios update and loading default settings (less likely), or running Dell SupportAssist software where Tune performance default option messed with system files and registry. (more likely).
Tried: loading system defaults on the newest bios, flashing the previous version of bios and loading system defaults, clearing cmos, enabling/disabling Turbo Boost in bios, enabling/disabling Speedstep in bios, switching back and forth from balanced and high performance power mode, running Dell SupportAssist again, uninstalling Dell SupportAssist.
Opinion: Dell SupportAssist software messed with registry and system files since even disabling Turbo Boost in bios has no effect but one restart fixes the issue.
