My monitor is set to 144 but my stream is at 60fps

When I stream it feels like it is capped at 60 fps (i have a 144hz monitor). I have a gtx 1060 6gb and a i7 6700 (non-k). 16bg of 3200 mgh ram. My system isnt overheating. When I am streaming my game says 160 fps (what it is capped at) but if feels slow and laggy. When I stream my is at 70-80% my gpu is at 50-90% RAM is at 50%. My upload speed is 12mp and 30 down. I dont know how to fix this. My settings are 720p at 60fps, 6k bitrate, nvenc new encoder, verfast preset, and cbr for the bitrate controller.
