whenever I try to run any games which are not installed in steam, my screen turn black and a message pops us showing D-Sub out of range 67.5 KHz/60Hz I tried few solutions recommended in youtube but none of them helps

I am looking forward to buy Ryzen 7 2700x, and I'm thinking about using the CPU's stock cooler but I'm worried about the noise levels I need my PC to be a quiet one, am I supposed buy some other air coolers or stick with AMD wraith prism cooler
