All the time in windows chrome games doesn't matter wether I use igpu or dgpu

Hi i have a x5650 8gb ram 750watt gold modular psu and a amd radeon 5500xt in games i am getting very strange fps like it will go from 80 fps to 30 in halo 2 anniversary in minecraft i get 30 fps which drops to 20 and 17 i expect more preformance from it but i cant figure out what it is. in mine craft my gpu and cpu dont go above 50 percent usage i suspect its something in bios limiting my preformance of cpu and pcie lane

Im trying to install the adrenaline drivers now while on the on board gpu

I didnt but the gpu does display the post messages when booting but when past that just black and no boot either it prevents boot

Hey i just built a mess of a pc a x5650 xeon 8gb ram dual socket motherboard one socket unpopulated and a rx 5500xt and found after installing windows i cant display on gpu but on the on board gpu i can. The rx 5500xt only displays black screen but shows all post messages

Ok so I'm gonna do a experiment with old server gear namely a x5660 Xeon I'm not sure how to know if a mother board is compatible with the xeon

i installed ubuntu earlier and that installed no problem but windows is giving me errors

no such luck i tried uefi just now and same error

i have tried 4-5 times already on different usbs and redownloaded the install files

so i just brought a new san disk 120gb ssd. and when i tried to install windows it would copy files but stop on the second step at around 20 percent.
