Maybe if you can find a used 1070/TI or maybe even a used 1080

On the box of my EVGA 2060 it says it needs a minimum 500W power supply but I don't know if that's true.

To be honest, at that price see if you can get a 2070 or try and get one shipped from the U.S. because the 2070 performance blows the 2060 out of the water, if you can't get a 2070 then just buy a Zotac card or just buy the cheapest 2060 from a reliable brand. You can overclock pretty easily with a youtube guide.
