Specs:
CPU: 9700K not OC
GPU: RTX 2080
RAM: DDR4 16GB 2133Mhz (not currently OC'd to 3000Mhz)
HDD1(Boot Drive):ST320LT012-1DG14C 320GB 5400RPM
HDD2:WDC WD10JPVX-75JC3T0 1TB 5400RPM
My both HDDs are laptop drives, I didn't think I'd need new ones since I thought they were fine, I used them in a laptop prior to this and they worked fine, big mistake it seems. In most games, I notice minor frame drops/frame skips/stuttering and due to my sensitivity to these drops, it makes the games near unplayable for me. I use a 1080p 60Hz 32" Sharp TV for a monitor. I'm worried that I've gotten a defective part or something and I can't currently spend the money to buy a new SSD and HDD. In Stardew Valley, my game stutters/frameskips/framedrops when I'm walking around. The framerate can sometimes drop to the 40s for like half a second. I'm not sure what to do tbh, I built this computer to play games and it just feels useless in its current state. Any and all help is appreciated, thank you.
Edit: My temps are never bad. My GPU never goes above 70 and my CPU never goes above 65.
