How do you reset the bios?

The power button seems to work fine. The psu boots up like normal and thing plugged in via sata come on.

I think my motherboard is not getting power or shorter or something. The case fans don't spin when I press the power button, but thing plugged directly into the psu do come on such as LEDs. I'm fairly certain the graphics card and cpu aren't turning on either. I unscrewed the motherboard to check if a screw or something was lurking behind causing a short. I found nothing. I'm really confused because everything seems to be in the right place, but the system is not booting up. I've only had this build for about a week so theres no way the motherboard just crapped out (at least I don't think so.) Thank you for reading this. Some advice would be really appreciated.

I took out the heat sink in my computer to replace it with a water cooled cpu cooler. To prep for the install I took out the ram sticks and the graphics card. (What kind of worries me is when I tried to get the heat sink out it pulled out the cpu with it because the paste was so strong.) It didn't look like I bent any pins though and the cpu still sits in its slot properly. Once I got the water pump installed i went to boot up my pc. When I pressed the on button the psu turns on like normal, and the LEDs on the newly installed water pump come on, but there is no display and none of the case fans are spinning.
