4060 super/7700 non-XT when?
The real question: when using a 1440p 144hz display, the current generation of cards below the 7700 XT/4070 are weak/poor value. Which card, the 7700 XT or the rtx 4070 will generate less heat in PC cases like the Pop Mini Air? A focus on less heat produced, less the fan noise to cool. (I would prefer not to have a space heater).
Better performance in 1440p that my 2060 while being quietest of the two options. For example: ASUS RX 7700 XT TUF ($470) vs ASUS RTX 4070 TUF ($590).
