I has a i7 8700k With a z390 board and rtx 2070 And no I didn't fresh install windows

A just bought a new mother cpu and gpu for my system but now it runs slower than before. In games it runs smoothly, better actually but for a editing software and cad software it runs slower and will even crash at times. My cpu doesn't even reach its maximum boost clock. I thought it might be the power supply but I have no idea. Can anyone help My pc R9 3900x X570 Aorus elite 24gb of ram Zotac rtx 3070ti 700w psu Any advice would be much appreciated

Will connecting it to the tv still capture only the tv?

My church has a 2 in 1 labtop connected to a TV for Bible study. Is their a way for me to capture the the TV screen to may labtop so I can livestream it using obs. The 2 in 1 only has one hdmi out and my labtop is livestreaming the camera feed
