I have a Ryzen 5 2600x as my cpu and i'm wondering if its normal to be having 43-49 on idle.

I just noticed my Ryzen 5 2600x's clock speed has always been on max (3.60GHz Base Speed) when it's on idle the cpu usage is very little (singular digit). I read on another forum that if change the minimum processor state to 5% then it should fix the problem, well something did change but now it's just keeps on fluctuating from 2.2 to 3.6 then it just keeps going down and spiking up, is this suppose to happen? ]

So I've just built my gaming pc the gpu is a asus gtx 1060 3gb and im wondering what temperatures are safe? and what temps are dangerous?

Forgot to mention but there is no os installed and ive only turned on the computer but never connected it into monitor or anything
