Ok, here is a temporary solution that finally allowed me to sign in to my accounts
So in one of posts on first page @MangetsuNeko told me to open services.msc in safe mode and check if User Profile Service is running and if its setup to automatic startup and when i checked in safe mode service was running and startup was set to automatic
Now, when nothing worked i tought that maybe User Profile Service was running properly in safe mode but not in normal mode but of course i could not open services.msc outside of safe mode since i wasnt able to even get to desktop
So i entered safe mode again and navigated to C:\Windows\System32 and moved Magnify.exe to another folder and made a copy of CMD.exe and renamed that copy of cmd.exe to Magnify.exe, exited safe mode by restarting computer and then on login screen i clicked little accessibility icon next to power icon and then from accessibility menu opened Magnifier and got CMD on login screen
Then in cmd i type services.msc and checked to see if User Profile Service was running when not in safe mode and yes, it was running but i still decided to right click on user profile service and click restart service and then when it finished restarting service i tried signing in again and it FINALLY WORKED
Of course this is just a temporary workaround, if i just click shutdown (i have quick boot or whatever its called in windows 10 enabled so its kinda more of a hibernation than shutdown) and turn on my computer again i can login without any problem, but if i click restart and do a full restart then i have to do entier workaround again but at least i can use my laptop now
