Tldr; adrenaline drivers and msi afterburner running at the same time makes screen tearing that looks like scan lines, and amd radeon settings app won't show up (had the problem before, tried reinstalling, still have the problem)
So I have an r9 280x and I was running it on older drivers until I started having a problem with a game displaying each frame 3 times once normally and once with a red tint and once with a blue tint before moving on to the next frame. Turns out this problem had nothing to do with my drivers but at the time I didn't know that and so someone on the internet suggested updating to newer drivers because it worked for them of course. When I updated to those same drivers my computer would crash 15 seconds after loading windows and so I reverted to the older drivers. I think I hold the world record for fastest driver revert immediately after getting into the windows desktop. Anyways I figure out the problem wasn't driver related and I fix it but I also find out that during reverting to the old drivers I somehow lost my amd radeon settings app. Cut to now. I'm having a problem with a certain game and so I wanted to mess with my amd settings to see if I can find a workaround and lo and behold I forgot that I don't have that app anymore, which honestly hadn't been a problem up until this point. So I try to download the app again but when it installs it automatically installs the newest drivers (see Tldr). So here's where my problem becomes a 3 parter, I can't find the app still for whatever reason even if I revert to older drivers, however the newer drivers aren't crashing this time so I would like to get them working if possible, however at the bare minimum I'd like to have the app working and the older drivers running. The problem with running the newer drivers is that because I have a 280x I have to run msi afterburner so the card doesn't crash, but the drivers only don't have that strange tearing when afterburner isn't running.
Also while I'm at it I could've sworn there's a program that Linus mentioned once that automatically finds a stable clock for your card, but for the life of me I can't find the video where he mentions it. If someone could show me how to find that program that would be great. Thank you.
