    Yeah 16 should be enough. (P.S. the 1650 does NOT include the new Nvenc encoder, so if you do go this route get at least a 1660)

    4 tiny budget, spend like this :
    $300 -- i7 8700
    $25 -- raijintek aidos
    $65 -- add 8GB RAM more
     
    then you ready to go.
     
    you don't need premium cooler for non OC processor, at 20-40 bucks price range, some of that have a good quality.

    Grab an 8700 since you can't oc the 8700k anyways. Also just get a cheap $20 raijintek aidos/deepcool gammaxx 400 instead of spending $100 on a high-end cooler.
