    Is it true that worse gpu's are quieter? does that mean that a 1070 ti is quieter than a 2080? i got this information from a friend and i'd like to know if this is true or not

Alright so i have thought about this for some time and i have been saving some money and i think its finally time for me to get a new computer but i don't really know much about them and i don't really want to build one either so i decided to buy a ironside custom computer but i want to make it really silent and i have read their descriptions on there items and these items seem to be most silent according to them. ASETEK 550LC HIGH PERFORMANCE LIQUID COOLING and for noise reduction they have Antec TrueQuiet Fans. please tell me if these choices are wrong and btw my budget is around 2.4k
