No riser cable, no adapters. Will quickly ensure that its properly seated, cannot check temps as FPS Monitor crashed the game for some reason, can you recommend another program?

So the problem im facing is that my Forza Horizon 4 game is underperforming. I am getting an average of 52 FPS on 1080P on ultra.
I have already tried the following
Updated BIOS
Updated chipset
updated windows
updated gpu drivers to latest
Reinstalled windows
repeated driver updates
tried overclocking ram and cpu except gpu( For some odd reason the games crashed when running msi afterburner) but anywho, game is suppose to perform better like the rest of the videos on youtube.
no luck as of yet
GPU usage fluctuates between 80 to 97
A friend of mine is getting 60 to 80 on high with a gtx 1060 3GB!...while im at 38 in races on ultra....

I'm quite new to pc gaming and such. I recently bought a brand new built pc from a local shop and it included 6 Rgb fans. These fans are all connected to a controller but can only be changed manually. So I was wondering if these fans can be connected to the motherboard to control the lighting and speeds from the mystic sync Msi app. The problem is the app doesn't detect the fans. But they do work.
The power output on the fans are DC12v 0.18A
The make of the fans is unknown. As well as the controller. There is a small motherboard mounted at the back of the pc where all the fans connect to i think this is the controller/splitter.

The goal is to sync the motherboard and gpu with the fans on Msi mystic sync
