NUTNUT2.0

My ping suddenly started to go into the 200's today for some reason. I updated and rolled back and restarted my router and everything and it doesnt work. When i do one of those things it starts by going back down to 20 then jumps back up to 200-300. Idk what to do, all help will be appreciated

(all the stuff is a bit old as i am buying used parts from my brother) Asrock h87 pro4 mobo and a ECA3520 Enermax pre installed case fans, 3 fans which all come with choice of 3 pin or 4 pin

So i am getting a pc and the motherboard has 2, 4 pin chassis connectors and 1, 4 pin cpu 1, 3 cpu and 1, 3 pin power fan connector, the case im getting has 3 fans with the option to have it as a 4 pin molex or 3 pin controlled. Im planning to put the two front fans as 2, 4 pin chassis but can i put the 3rd fan which is in the rear in the 1, 3 pin power fan connector or the 1, 3 pin cpu fan connector? i am going to get the Thermaltake Smart 600W 80+ White Continuous Power Supply, does it need to use the power fan connector?
