    When I try to a watch a clip or a movie with the stock windows video app (movies and tv) it makes the video lag/stutter. And when I look in task manager it shows that the video app is using 100% gpu usage and that is what is making the video lag. What should I try to do to fix it. Should i get a new video app? In that case which app? I have windows version: 1903 UPDATE: this happens to whatever video program im using, it happends to VLC and potplayer also.

    Yeah ok, I'll do that, I'm saving up for a VR headset for 300 dollars. Should I just drop it and save for the CPU instead?
