Found this chip, it heats up, on Vin it's 16.8 V, Vout is 15.1 v, traces around heat up too

Russian forums and the manufacturer (really popular btw, not noname) state that i7s are supported, i even have a friend with a simillar board, works fine for him

I bought a Chinese huanan motherboard, it has a post code display. I have i7-4930k, I set everything up and it won't output any image, CPU is barely heating up, cooler at it's minimum rpm, post code FF no matter what, even without anything except CPU same post code. Without CPU same. Not responding to keyboard, outputing power to USB, what are your suggestions? Maybe some kind of BIOS problem? I really wish the CPU is not dead, it was laying on my shelf in an antistatic bag for 5 months, it was working before :'(
