If the HD4000 is the issue, then how do I improve it?

I have the HD4000, and am using integrated graphics but these problems are recent, however.

I go from 50fps on low to 14 fps on minimum graphics in WoT and 100 fps on maximum to 20 fps on maximum in G-mod. I have a feeling that this has to do with a sudden change in my hardware. *this started a number of days ago

My friend got a new computer and wants to play World of Tanks, but whenever he attempts to play it, there is an error message that reads: "d3dx9_43.dll is missing from your computer." *note: Re installing doesn't work. Please help. (My friend is using windows 8.0- He is using a Samsung 880Z Notebook
