I bought it from a computer shop that sold AMD and Nvidia GPU, the shop isn't like a gigabyte shop

I didn't buy it online from Gigabyte, can I still ask them for a new one?

So I bought A Gigabyte GT-1030 OC GPU I wanted to do a dual monitor setup, I have old monitors that use VGA only so I bought a DVI to VGA adapter and plugged it in, there was no signal on the monitor, the HDMI port works fine but the DVI port doesn't work at all, I tried to connect the pc to a modern TV using a DVI to HDMI cable because the tv didn't have a DVI input what do I do to fix it?
