coz 7700k runs all cores 4.2ghz instead of 7700's 3.6ghz all cores

So i have been thinking of recording 720p at least at 60fps while being able to play at 1080p 60 to 75fps. Should get R5 1600x or i7 7700 or i7 7700k?i currently have a gtx 1070
