90% GPU usage and it was 90% CPU and then it drops hard, this was when playing BF1 ( The FPS drops super hard also )

That was when I was playing a game, BF1 to be exact, So would you recommend a new mobo ?

GTX 1070, as you can see in the screenshot the clock speeds drop really really hard. It seems to be the CPU and not the GPUs problem

So I have been having terrible problems in all games with huge FPS drops for 5 seconds or so and then back to normal. I have found out these drops occur because my CPU usage drops.
