Well guys I'm pretty sure i currently have a cpu bottleneck because in Tom clancy's the division my cpu usage jumps up to 90 even 100% sometimes and while the cpu is at that usage my gpu usage usually decreases and I have pretty much tried everything for example: New Motherboard, another CPU, another PSU. but the only thing I haven't tried is upgrading my ram to dual channel the thing is though i don't have any DDR4 ram lying around so i have to buy some new ones but it would suck if it didn't help the performance so im asking you guys for help.
