720p 48 fps streaming at 3800 Bitrate?

Title says it all, is this an acceptable Bitrate? I can raise it to about 5000 comfortably with my internet connection, but I figure this is a good compromise so people with slower internet speeds can watch me.

So I just got into streaming, but I noticed the other day that @ 2500 kbs my streams with a lot of action but are not demanding on my computer (2d platformers for example) look blurry as hell when going fast on YouTube live. What should be my Bitrate be of considering I get about 12 Mbps upload? I also have an RX 470 and an i7 4790 with 8 gigs of RAM. I currently have obs on the "faster" CPU preset. I'll drop the framerate if need be, but I'd really prefer to stay at 48 if I can. My main concern is can my internet handle a higher bitrate. For more demanding games I'm going to drop it down to 30 fps, but I'd like to be able to run at 48 for certain games if possible

So I just got into streaming recently. But I was wondering, should I use hardware or software encoding? I have an RX 470, i7 4790 and 8 gigs of ddr3 ram @ 1600 mhz. I know software is better, but the question is, is my CPU beefy enough to handle the software encoding?

So my current specs are an i7 4790 non k, Rx 470 @ stock speeds, and 8 gigs of RAM @ 1600 mhz. I want to get into streaming but I'm not sure which encoder to use, I'm shooting to record mainly my screen @ 720p 60 fps and my voice with a mic. (Possibly my face via webcam eventually) I was considering obs, but just wanted other opinions. Also feel free to add in anything else I should know, thanks!

I want to give my office to gaming rig conversion a bit more spice. What is the best kit I can use? I obviously don't have any rgb headers but I have extra molex cables and sata power cables with my power supply. I was thinking of getting something with a remote included.

Thats what I was assuming. I've heard haswell consumer mobos are pretty flexible -
Looking to upgrade my gaming PC. It's a Dell optiplex 9020 with an upgraded 500 watt psu, as well as an RX 470. It currently has an i5 4570. I play a lot of CPU heavy games and I also plan on starting to stream on twitch eventually. I was looking to buy the Xeon e3-1230 v3. It runs at 3.3 GHz base with hyperthreading. But my only concern is motherboard comparability. I know that the Dell optiplex 9020 motherboard works with devil's cannon. But I can't find any word on Xeon compatibility.

I have an i5 4570 so I should be set. Ill just go with just the drivers until I find something I can't do with just the physical buttons
