Solved. It was a Directx 11 trouble in Windows 10 (1607 14393.447). I remembered that when I had a gtx 960, I was facing with this slow performance issue in Windows 10 1511, but anyway... I've installed windows 7 2 days ago. I saw issue with my bus interface, my card was running in x1, mobo's problem, solves by putting to sleep and quickly waking up. Yep, this issue doesn't solve in full, but I can live with it. I've tested another mobo - no bus issue, so it is not a gpu or a cpu faulty. After this I've lanched my gta 5 aand...It worked great! Tested tomb raider/battlefield/eurotrucksim - pretty nice performance! So I began to understand, there is a directX 11 problem. And yes, I've booted in windows 10, turned on directx12 in the tomb rider - 60 fps. Turned on directx11 - 37fps. That's why I got a low 3d score in passmark, there was no directx 11 test due error. I've tried to reinstall all directx, vc++ packages and after reboot my issue has gone. Now my pc is running as it should, no CPU bottleneck or something else.
