Crossfire 6850s Not being utilised

So I have an XFX Radeon HD 6850 as well as a Sapphire Radeon HD 6850 running in Crossfire. When running Battlefield 4 it runs at 25fps at 1440x900 at the lowest setting but GPU Usage is at 20% and it can't be the Q9400's fault because with a GTX 760 the GPU usage is at 67% and my FPS soars to 68fps at high. Whats going on?!
