is this cooler (Cooler Master Hyper 212 Evo) good enough or i need better one?

OMG is it realy that bad the seller said it was runing less than 60° with the stock cooler

i plan to use it with stock cpu cooler im planing to use gtx 1060 or rx 480 if i want to keep it and 8 gb of ram

so i bought FX 9590 black edition used from ebay for 140 euro i want to sell it but i want to ask some questions i'm not planning to overclock it and use it with the stock cpu cooler but i heard that it needs a good mother board is that right in my case? and dose it easily run games like overwatch , witcher 3 , gta v5 ...etc at 60 fps 1080 p if it's not overclocked? Thanks in advance.

I have bought a FX 9590 black edition on ebay used for 140 euro is it a good price or the CPU is old that is why selling for cheap? and now i want to know which graphic card is the best for it? Thanks in advance.
