I think you are correct about the adapter you got, it has the full 12 pins wired and can deliver up to 300W with two 8-Pins
The original adapter for the 3060ti has only 6 pins and one 8 pin on the other side because it is made for the 3060ti which pulls 200W - So you only need one 8 pin (150W) because the PCIe slot itself provides 75W
So the adapter should be fine but the safest bet would be a 12VHPWR cable - Adapters are always a little sketchy in my opinion
What you can do is to get a contact frame and use better thermal paste
Also setting Windows Power-Plan to Power-Saver might help but will cost some performance
Go for the Ryzen 7 7700 non x and use the included cooler (it even has RGB )
Also you can simply buy a Windows-Key from a Key-Site for less than $20 - I have done it like this for at least 10 diffrent Windows installs and never had problems

Could also be a corrupted windows installation - this can happen due to blue-screens/crashes but can be fixed by reparing the install.

I would recommend something like a 6700xt, 6800(xt), 6900/6950xt or a 4070 if you want nvidia - there is no point in wasting money on a budget GPU because at some point you will upgrade your CPU aswell
Dont use the AI-Overclock feature - Its pretty bad for stability and does not give you a lot of performance. A simple PBO setup will do more with less errors.
