If you're going to be photo editing (especially color correction), an IPS monitor is the better choice in my opinion. The color reproduction is just that much better in IPS panels over TN. Most IPS panels can be overclocked to 70+hz, so there won't be too much motion blur, even in fast paced FPS games. I doubt you'd notice the refresh rate too much, but you'd easily notice color differeences within a second.
Try to get a higher quality IPS monitor, but if you like this one, then you can't go wrong with this either.
