Can anyone advise why I would prefer one over the other apart from price and style?

I have the corsair vengeance 2x8gig 288-pin DDR4 2400mhz, with an overclocked 6700k, on a MSI Z170A PC MATE. Ive set my XMP profile to operate at 2400 mhz. My DRAM frenquency lists 1200 mhz however Ive heard I need to double that number to get the "real" speed, is that true?

I am building a computer for my mother, and she said she wanted a computer just for web browsing and she plays an MMO called Ultima Online, if you know what it is it isnt hard to run to any extent. Anyway she would like it to be $300-$400 so this was my best attempt. (Monitor, OS not included in pricing) AMD FX-8320 Vishera 3.5GHz: $130 WD 500GB 7200RPM HDD: $50 GIGABYTE GA-78LMT-USB3: $60 COUGAR SL500 500W: $40 Crucial 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10600): $64 DIYPC DIY-5823BK Black SECC ATX Mid Tower: $16 Total: $360 If you have any suggestions i am very open minded. I'm looking to upgrade my current gpu (660) and I cannot decide between 2 R9 290s or a single GTX 780Ti. My current specs are: Processor: Intel Core i5-2500K Sandy Bridge over-clocked to 4.5 GHz Graphics card: GeForce GTX 660 Motherboard: GIGABYTE GA-Z77-DS3H Memory: Crucial Ballistix sport 8GB (2 x 4GB) Monitor: full 1920X1080 23" X2 Any help is appreciated.
