so how do I whitelist steam?

When I tried to open steam via shortcut it wouldn't open. No message,no indication I even clicked it. So I tried opening it from the start menu still nothing I tried shutting off my computer it said there was an error connecting and never gave me any message again. Anybody know what I can do.
