Im using a i5 4460 with a stock cooler

My CPU thermal throttles on IDLE. I found this out after opening the intel extreme tuning software and looked in the bottom and it said thermal throttling was at 100%. However, my CPU was running room temperature which is around 80°farenheit or 27°celcius. The problem with this is that my CPU, while at relatively safe temperatures, throttle's its performance on games which leaves me with low fps. Please tell me how to fix this. Im using a stock cooler CPU: intel i5-4460 Yes. I remembered thermal compound I also checked if it was seated incorrectly but it was seated correctly
