Actualy, bottom mounted power supply is better because it can get fresh and cool air from the outside of the case, if you mount the PSU on the top, it just get the hot air from your gpu and cpu.... And PSU work best in a cool ambient temparature...
Try to remove all hardware from the case and try to start it outside of the case, If it successfully POST, so there is something short-ing your motherboard.. I'd this problem about a month ago..

CPU will not last long if it is forced to consume a lot of voltage and high temp. ... The best thing to do is, use your processor at it clock speed..... If you want more horsepower, just upgrade your cpu to 3770k.. My old pentium 4 is able to survive until today :-)
Recheck all wire and connector, 8 pin, 24 pin, gpu power connector, HDD power and sata, and the last thing, double check if there is misconfigure at the front panel connector...
Try to remove the heatsink and reassemble it back to the motherboard,.. Make sure that all 4 clip is in its place.. Maybe the heatsink didn't seat properly on the CPU..
If the problem still occur, you have to buy another heatsink... Why don't you use the stock cooler.?
