It turns out the issue was caused by the Corsair Link 4 Service. Its quite odd, because all the Corsair Link 4 application does (with the video card) is that it displays sensor information.

Nope, I spoke too soon. The issue is still present even with any video card related software uninstalled. Although windows automatically installs an older driver and Catalyst.

After hours of troubleshooting it turned out that the issue was related to the AMD video card and the pieces of software installed with the driver. I removed every AMD software and installed only the drivers, then the Radeon Settings, and the issue was gone. It looks like the problem was the Vulkan API, though I still need some time before I can be sure.

Preventing the network adapter from waking the computer did nothing. Issue still present

Hello! I'm having a weird issue with my Acer G237HLABI monitor on windows 10. After the display turns off (after 15 minutes of inactivity), the monitor searches for input, displays a message for a minute or so, and goes to standby. This is normal behavior. However, ever since I installed windows 10, the monitor randomly starts this process again. It won't show the desktop, it's not like my mouse sensor picks up some movement. It's like some signal is sent to the monitor. This issue appears on either HDMI or DVI input. When the pc is powered off, or the cable is unplugged, there is no such issue. Haven't had this issue on any other version of Windows or Linux mint / Ubuntu. I'm running a Core i5 4690K, Radeon R9 280X, Gigabyte Z97X-Gaming 3 motherboard, 8GB of Kingston HyperX Savage RAM.
