i have a coolermaster nepton 280L. but have a weird thing, when i off my computer or shut down. the 2 fans will like boost to max speed and make broooom sound but for 1sec only. is it normal? another thing is when i shut down my computer, my mouse and mobo light is still up, only off when i switch it off from the PSU button. is it okay to leave it light up? my mobo is asus h97 pro gamer

I have build my 1st pc but after putting everything done, cable in power on. Gpu fan cpu fan rear fan front fan moving. Mobo led have light. Nth is showing on monitor and no sound or anything. What happening?
