404ERROR

I'm on a dell xps 13 9360 (i5 7200u). I would like to try out minecraft (look, it's a classic and it's an amazing time killer), but whenever I run it my GPU usage in afterburner doesn't go above 5%, my CPU doesn't go above 15-20% either. CPU clock speed doesn't boost from 2100MHz either, even though my temp is below 60 deg C. I'm not on power saver and I've tried plugging my laptop to charge too. I noticed something weird; when I have it windowed and click on another tab my GPU then goes to about 50% usage, but as soon as I click back into the window it drops to 5% again. Also even at 2 chunks render distance and 800x600 I get 2fps so clearly its not just that my system can't run it. Anyone know what could be the problem and how to fix it?

i am gonna build my new pc in autumn and want to know if i will able to get win10 then. yes i do have a copy of win7 that i will install first, but could i upgrade then without reserving now

ok, but wont newer games start to utilize more cores in the future and then i would have to spend another £130+ for an i5 quad core

so are you telling me that other games will get more fps with a 2core i3 than a 6core

will i need to oc anything or will i be fine with everything stock
