ive moved the dvi port on the graphics card but still the same problem

ive overclocked it a bit, but i havent touched the voltage, but the program i used to overlock, msi afterburner is messed up, it'll open but it wont show any numbers and stuff and what is artifacting?

I was playing a game when all of a sudden, the game stopped and I tried to back to desktop but the game just froze, so I restarted my computer and ever since, my screen is filled with green dots everywhere that flicker when I move my mouse around. The resolution is also messed up, I can't get it higher than 800x600.
