Try removing the gpu see if its still there, if it really disturbs you then RMA the mobo or Gpu dpending on what makes the sound

Probably your GPU or something to do with cpu power delivery

I just use a key or a knife, im carefull and only throw the box once i Know it works. For cheap under 50 shit I just open it and throw the stuff away for under 30€ I just tear that shit apart and burn it or recycle it.

What chipset should I get?

Will a i5 6400 bottleneck a gtx 1070 running triple 1080p screens or will I need a 6600k?

Yeah I plan on doing some heavy overclocking, this will be running 3 1080p screens and a gtx 1070. Will a 6400 be enough for that?

ok Im ditching the HDD and adding another 8gb

Added a 1tb drive since its 3€ more

PSU is a decent quality 600w one, had it for 2 years with no problems. For Storage 500gb is enough and I plan on upgrading ram in future.

Im not worried about storage since I only play GTA 5, FSX and CSGO will I need more ram for a triple monitor setup?
