hp omen 15 i5 7300hq (quadcore no ht ) and i did clean install because of this high cpu usage

hi so i bought a new laptop and while doing nothing with it cpu runs at 50%load ( system at 30% system interupts 5-15%) any suggestions for the fix ?

well it's 50 euros where i live quite expensive the card is essentially a r9 280 as i power limited it to 80% and down clocked to 800 mhz from 1 ghz and yeah i found the power supply but i will have to save up for at least 2 months

hi so i bought a gtx 280 for 10 euros to replace my completly dying gts 250 and the card seems like its stuttering even at a game like league of legends i get fps drops to 15 fps my specs are c2q q8400 mobo ga-p31-es3g 4gb of ram and a 120gb ssd any suggestions ? hi so i have a i7 920 @ 4ghz 12 gb of ram 240 gb ssd and a gtx 1070 8gb i mainly play games on 1080 p 60hz should i upgrade to xeon e5 2670 and a x79 mobo will i see fps increses at all ?

underclocking doesnt help done it with intervals of 50 until reached 700mhz on the core and 1ghz on vram ,heat wise never seen temps going over 68c,no there is no water damage ,i thinks its an inductor and i dont have replacement for it cant find where to buy it D:
