First - google for "how to remove startup delay win10". Windows has standard 10 seconds (if I good remember) delay between loading system and startup programs. It's easy to remove that delay.
Second - I noticed that win10 is a little more slow with loading startup programs than win7. It makes some kind of delay probably for improve access speed if someone uses hdd instead of ssd. Personally I'm using my own scripted startup instead of Windows one, but it's not something I recommend to users.
I think removing standard startup delay shoud be enough for you.
