This is a ban that prevents the user from playing any of their games. This is known to have happened to 3 people. The developer of the mod "FiveM", NTauthority, and forum/bug-tracker TheDeadlyDutchi, icedream2k9 and qaisjp that helped with the mods community. /r/FiveM and the website which it is released to.
