Programs start with full network utilization, after a few seconds the speed shown in task manager will stay at or below 0.1 Mbps. I am not necessarily thinking of doing this, but would an Intel NUC motherboard + CPU set work as a handheld if you could get a Lithium-Ion battery and a screen that would fit a handheld form factor? Also with windows but as a custom version. It would sort of be in the style of a Nintendo GBA.
