Don't have another computer to test the GPU

Also every time I turn on my PC with the GPU attached my keyboard and mouse won't light up

Specs:CPU- i5-4690kMotherBoard- Asus z97AGPU- XFX R9 290PSU- EVGA SUPERNOVA 650 GoldCousin uses my PC, he needed more room on the table so he put my Tower on the carpet. (Seriously?)(Power Supply Fan is facing down)As a result after an hour of usage the display goes blank. (Goes into Hibernation mode) and wont postTake out GPU, integrated motherboard graphic kicks in and post everything seems to be working.Put in my GPU without attaching 6pin and 4 pin connectors, fan spins and led is on. PC post using its integrated graphics.Put in GPU in different PCI slots with 6pin and 4 pin connectors plugged in. Fan spins and LED works, but no display. The motherboard onboard RED LED next to the word PCIE16.I'm 80% sure I have a dead graphics card or is my PSU can't supply enough power to my GPU anymore.Thoughts?

and also is there a great way to get any windows OS for cheap? I heard g2a but they are all sold out.

I've been hearing around how windows 10 isn't that terrible. Do you guys think I should bare with windows 8 and get a free upgrade to windows 10. Or stick with windows 7 and pay for the $30 to upgrade? And I really like these builds you guys are giving me. But whats the difference between 80+ Bronze from Gold?

Do you think it's worth to wait for Black Friday, or is there such a high demand for 4690k's and 290's etc that they won't lower the prices?

Location: California (Online Sale Taxs why) Purpose: Gaming Ultra Graphics 60+ FPS. Might stream here and there. No need for monitors/peripherals have them already. (Hyper X Cloud Set/K95 RGB) Parts/Budget: Pref the build to have me able to run 2 monitors.
