PC freezes on Motherboard Splash Screen

Built a new system just over 3 weeks ago, couple of days ago it made it to the Windows 10 desktop and then froze. It now won't make it past the motherboard splash screen , or the automatic repair; both just freeze on the spinning dot circle. I can sit in the BIOS indefinitely without it freezing and I get a post code when it starts (1 beep)

I get no post codes with the RAM and GPU removed, which makes me think it's the CPU even though I can get to BIOS.

System:

Windows 10 64bit

Ryzen 7 2700x Gen2

Gigabyte AB350-Gaming Motherboard

16GB (2x8GB) Corsair DDR4 Vengeance, 3000mhz

4TB Seagate ST4000DM004 BarraCuda, 3.5" HDD

EVGA Geforce GTX 960

Seasonic M12II EVO 520W Modular Power Supply

Things I've already tried:

Different RAM, different slots.

Different GPU, no GPU (wont boot from MBU internal GPU), different PCIE slot.

Different Power supply.

Reinstalling windows from a complete different SSD (with other detached), still froze on install.

New Motherboard, reseting BIOS, removing the battery, flashing/updating BIOS.

Can't boot into safemode (windows recovery options wont open on start, and can't set legacy with bcdedit via installation usb or get through with F8).

Unplugging all USB devices.

Changing SATA cables.

I'm running out of ideas, any past experience with this problem would be greatly appreciated.

I am gonna just throw out there that the vrm on that board isn't the greatest for a 2700x. Plus with no heat sink on part of it your asking for some pretty high load temps on VRM. I would just rule out poor motherboard design causing issues :|

Could this be causing my problem then? Considering I put a brand new one in today and it's still having the same problem without time for it to 'wear out' like the other one could have.

Yeah same exact board, brand new in today. Still no onboard GFX working like the last which makes me think its not the motherboard.

The 2700x doesn't have an iGPU.

oh, so you couldn't run a 2700x without a GPU then?

I just don't know what the next course of action should be; different motherboard or replace the CPU.

So before this started happening the system was working fine? Cause I just kinda ran into the same issue with my Gigabyte z97x board. It just randomly failed so I binned it and threw in a board I knew was reliable.

Yeah it was running for just over 3 weeks without any problems and it happened all of a sudden. Was on the desktop when it froze but can't make it that far anymore.

Short single beep. 

Side note; the CPU temps always seemed stupid low, 10c on BIOS reading, and around 27c on core temp.

Short single beep is system normal
Temps seem fine cause AMD temp sensors are kinda hit and miss with temps. I will rule out for now that its the motherboard being this issue atm. The award BIOS is pretty crap.

With the motherboard ruled out I guess the only thing left to try replacing is the CPU :/

If you have anyone near you with a ryzen cpu that you know just give it a shot. Otherwise order the cheapest AM4 cpu to test with. If the issue still happens then I would go down the route of replacing the motherboard. If you haven't looked at it yet and you do choose to replace the board watch buildzoid's overview on the x470 motherboards so you can a good board for that 2700x
