Simply web browser like Windows gadget

I'm looking for some web browser that I would set to display one website in window (not fullscreen) placed in specific screen coordinates and size, without any controls (address bar, status bar or even title bar - completely borderless). It's for displaying informations on screen for users. I want to keep it always on desktop. Any suggestions? For now the closest thing is run chrope with --app, but still - it can be closed, it has close buttons and title bar etc.
