no, go with 2x4gb 2400mhz if you mjat have 2400, but 3000 or 3200 is reccomended

 

if you are on THAT tight of a budget, remove the case and just point a good fan at it

Also this build isn't for me. My friend just wants a super cheap PC to play CSGO,LoL,Dota 2 etc nothing special

8gb Ram minimum for an APU,  also a better motherboard will unlock more APU performance there are plenty cheap b350/450 boards about.

cheap used tower server with a GPU and PSU sounds like a better plan  for this budget xeon with a AMD card and reliable power supply.
