Having Micro-Freezes/Stuttering on High End PC

Hello to you all. Last year i built a new pc from scratch. Since then i had a lot of stuttering and micro freezes ain almost all games(witcher 3, no man's sky, watch dogs 2, ac origins, hitman, and the list goes on.

My Initial Build Was:

i5-8600k 4.8ghz manual OC cooled by a cooler master v8 (max70C) stable in stress test

16gb ddr4 corsair vengeance rgb 2666mhz xmp

aorus z370 gaming 3 latest bios 

gtx 1060 6gb gigabyte oc 

PSU sirtec astro gd 850w 80+ gold full modular

Lg 4k tv 60hz 

 

Since then i tried to identify the cause by changing components and my PC looks like this right now:

i7-8086k 5ghz 1.295V llc high 0 AVX manual oc, cooled by corsair h100i pro rgb (max73C in games)

16gb ddr4 corsair vengeance rgb 2666mhz xmp

aorus z370 gaming 3 bios F11

gtx 1080 msi armor oc 

PSU sirtec astro gd 850w 80+ gold

LG monitor 32" 2k 165hz G-Sync 

1SSD 128gb adata su800 latest firmware

2HDD's Seagate Barracuda 7200rpm 3TB in total

 

And guess what, the stuttering/freezes remained in place like they were last year, although my fps is really high(~100fps ultra)

It seems that th freezes takes place only in games and when i pan the camera around or move really fast

Benchmark scores are really high: firestrike 20.900, superposition 1080p extreme 5100

It seems that after the reboot the games are smoother, but if i exit the first game and enter in another, it stutters like hell

Troubleshoot steps:

-reinstalled windows 10 x64 pro(1809now) 

-updated all drivers including the graphics drivers

-page file only on ssd

-high performance power plan and maximum performance in nvcp

-disabled game dvr, game bar, xbox apps

-checked the hdds for bads and smart feature, no errors

-ran memtest86 all night, no errors

-disabled and enabled superfetch, no difference 

-defragged the HDDs

-checked for overheating/throttling, no issue found

-on desktop use(youtube/office/adobe) there is no freezeing

-installed some games on ssd, no improvement(only the loading screens were faster)

-any nvidia drivers uninstall was done with DDU

-i have no crashes, no bsods, no errors

-in benchmarks/stress test there are no errors

-disabled steam overlay, played offline, same

Have you disabled all OC's and reset the BIOS and let everything run at 100% stock and test?

Yes, that is the very first thing i did when i started seeing this freezes. And i did this again, cleared the cmos battery, 3 days ago
