Help! My GPU clock speeds are stuck.

Hey guys suddenly I noticed a problem.  I went to AB and I saw my clock speeds reading like 900mhz core and 4000Mhz on vram.  So I went to nv panel and it showed its on optimal power.  I changed that to performance and the clock speeds didn't change, then I set it to adaptive and same thing.  Then I put it on optimal power again and same thing.  Because of this my GPU is at 50c when idle.  When it was much lower.  What has gone array ?  Also I tried DDU and installed latest nvidia drivers same thing.  Thanks for your help in advance.

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

Let me check, I didn't check that.  GPU usage is at 0 percent.  :(

After changing GPU power plan, you need to restart the PC for it to apply

I did that and currently its on optimal power.
