Low FPS in game and it is killing me

SO about a week ago I started experiencing strong FPS jumps from 130FPS to 30 and I haven't been able to diagnose them. Please help.

I'm playing World of Tanks (not exactly a huge GPU draw) My system is:

Sabertooth Z97 Mark S

Intel 4690K stock voltage/clock

24GB 1866Mhz Corsair Dominator 

EVGA GTX 1080 FTW

Game running from a Samsung 860 evo

All drivers are up to date for the 1080, Tried a fresh install of the game, monitoring my GPU/CPU load and temp has me at ~80-90% GPU draw in game ~60-70% CPU with normal temps. 

-GPU did heat up last week into the 80c range for a day and now it is hovering around 70c in game

-Problem is intermittent, yesterday the game played from 120-140fps for hours.

Try disabling Intel speed step technology in your bios.

CPU: Intel Core i7 8750H RAM: 16 GB DDR4 2666 MHz GPU: NVIDIA GeForce GTX 1050Ti
