Just installed new CPU and no POST????

I had an i5 4460 on an asus b85-pro gamer motherboard. I then bought an i7 4790 I installed it and when I tried to turn it on the computer starts but it doesnt POST it gets stuck on the DRAM LED (not sure what that means because my RAM has worked for 4 years?) To turn the computer off though I have to turn it off by the PSU, the power button doesn't turn it off. The computer stays on it doesnt go into boot loops but just no POST.

Is the bios updated to support the cpu? as that cpu is a haswell refresh.

re-install the CPU again.  Inspect the socket for damage.
